HND vs. B.Sc: HoS Yemi-Esan Addresses Curriculum Differences in Civil Service

Dr. Folasade Yemi-Esan, the Head of Service of the Federation, addressed the controversy surrounding the distinction between Higher National Diploma and Bachelor of Science graduates in a virtual address.

Yemi-Esan emphasized the fundamental difference in curriculum between HND and B.Sc programs, which has been a contentious issue impacting career progression and opportunities for HND holders.

Responding to inquiries from Mr. Ayodele Hassan, a level 14 civil servant, she underscored the necessity for HND graduates to undergo mandatory one-year training before being eligible for conversion from the Executive to Officer cadre.

The HoS outlined these points against the backdrop of the Civil Service Week themed ‘Educate an African fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning’.

Furthermore, Yemi-Esan discussed the implementation of a Performance Management System (PMS) across all Ministries, Departments, and Agencies (MDAs) of the Federal Civil Service.

She detailed that the PMS Policy and Guidelines have been developed and disseminated to ensure consistent application across the board.

Under this system, Permanent Secretaries are designated as primary drivers, tasked with cascading performance contracts down to every officer within their respective MDAs.

“The new system will evaluate each officer’s performance based on Key Performance Indicators (KPIs), facilitating clear alignment of individual goals with departmental and national objectives,” Yemi-Esan stated.

Additionally, Yemi-Esan highlighted the ongoing digitalization efforts within the Federal Civil Service, marking it as a pivotal aspect of its transformation.

The HoS concluded by reaffirming the commitment of the Federal Civil Service to continuous improvement and adaptability in response to dynamic national needs..
