The U.S. envoy for the Russia-Ukraine war, Keith Kellogg, has reportedly informed American allies that he is preparing a set of options to present to President Donald Trump as part of an effort to bring the conflict to an end.
According to a report by Semafor, Kellogg has been discussing potential resolutions in recent meetings, though he denied speculation that a formal proposal would be presented at the upcoming Munich Security Conference.
Bloomberg previously reported that U.S. allies had expected the Trump administration to unveil a plan in Germany this week.
President Trump, speaking aboard Air Force One on Sunday, expressed optimism about making progress toward ending the war.
He has consistently stated his intention to meet with Russian President Vladimir Putin, though no official date or location has been confirmed for a summit.
The Kremlin has remained ambiguous about potential talks, with officials neither confirming nor denying whether Putin and Trump have already spoken about a possible resolution.
When asked if he had communicated with Putin since taking office on January 20, Trump responded, “I’ve had it. Let’s just say I’ve had it… And I expect to have many more conversations. We have to get that war ended.”
U.S. National Security Advisor Mike Waltz also hinted at ongoing diplomatic efforts, telling NBC that “sensitive conversations” are taking place and suggesting that Trump could leverage sanctions and tariffs to pressure Russia into negotiations.
Meanwhile, Moscow has maintained a firm stance on peace talks, with Putin previously stating that any deal must include Ukraine recognizing Russia’s territorial claims over four regions in the east and south—some of which remain under Ukrainian control.
Additionally, the Kremlin insists that Ukraine abandon its ambitions to join NATO, a demand that Kyiv has repeatedly rejected.
