Imo Govt Scraps Nursery, JSS3 Graduation Parties, Orders Four-Year Textbook Use

The Imo State Government has introduced new reforms in the education sector, abolishing graduation ceremonies for kindergarten, nursery, and Junior Secondary School 3 (JSS3) students.

The directive, contained in a memo dated August 15, 2025, was signed by the Commissioner for Education, Professor Bernard Ikegwuoha, with reference number MOEPS/COMMR/2025/VOL. 1/155.

According to the policy, only pupils completing Primary 6 and students completing Senior Secondary School 3 (SSS3) are permitted to hold graduation ceremonies, in line with the 6-3-3-4 education system.

“This policy aims to ensure that students, parents, guardians, and schools focus on the academic achievements of learners at the end of their primary and secondary education cycles,” the memo stated.

The government also addressed concerns about the frequent introduction of new textbooks by schools, describing it as exploitative.

Professor Ikegwuoha directed that textbooks should now have a minimum lifespan of four years to allow reuse by siblings and reduce financial pressure on parents.

School proprietors, especially in private and faith-based institutions, were warned against deviating from the approved textbook list.

The Commissioner stressed that stability in curriculum materials would improve learning outcomes and ensure cost-effectiveness for families.

The new education policy takes immediate effect across the state.
