A new report by the Coalition of Human Rights Monitoring Group has dismissed claims linking Governor Siminalayi Fubara of Rivers State to security breaches that led to the declaration of a state of emergency in the state.
President Bola Ahmed Tinubu, in a nationwide address last week, had declared a state of emergency in Rivers, citing concerns over political instability and accusing Governor Fubara of demolishing the State House of Assembly.
As part of the declaration, Fubara, his deputy Ngozi Odu, and all elected members of the Rivers State House of Assembly were suspended for six months, with Vice Admiral Ibokette Ibas (rtd.) appointed as Administrator.
The decision has sparked widespread criticism, with many questioning its legality and necessity
The Coalition of Human Rights Monitoring Group, in its latest findings, refuted allegations that Fubara had ties to militant groups responsible for pipeline vandalism and other security disturbances in the state. Speaking at a press conference in Abuja on Wednesday, March 26, the group described the claims as “politically motivated fabrications” aimed at weakening Fubara’s administration.
According to the report, investigations “found no evidence” of financial transactions or operational connections between the Rivers State Government and any known militant factions.
The report also pointed fingers at the Minister of the Federal Capital Territory (FCT), Nyesom Wike, accusing him of escalating political tensions in Rivers State with inflammatory remarks.
Call for Independent Investigations
The Coalition has called for:
An immediate cessation of political hostilities in Rivers State.
The withdrawal of security forces deployed in the state.
An independent probe into the allegations of militancy.
The report further warned against weaponizing false accusations for political gain, stating:
“It is abundantly clear that Governor Siminalayi Fubara has no verifiable links to militant groups operating in Rivers State or the Niger Delta at large. The real instigators of instability are those prioritizing personal vendettas over public welfare.”
The group also criticized Minister Wike, stating that his statements have worsened tensions and that public officeholders have a constitutional duty to promote unity rather than fuel discord

The Coalition reaffirmed its support for Fubara, urging Nigerians and the international community to defend democracy and prevent political persecution.
“Governor Fubara must not be sacrificed on the altar of political expediency. His exoneration is not just about defending his personality, but about upholding democracy itself.”
